ofproto-dpif.at: Skip sflow tests in Windows.

sflow feature needs to be investigated for Windows. Right now
test-sflow related tests do not pass because of LOOPBACK_INTERFACE
constraints for 'agent'. Add a TODO item and skip the tests.
