CHROMEOS: config: Add support for iptables QUEUE

CHROMEOS: config: Add support for iptables QUEUE

Add the QUEUE target to the kernel.  This pulls in a bunch of
other modules we DON'T want, so explicilty configure these
off.

TEST=Compile kernel.  run ./chromeos/scripts/kernelconfig oldconfig
and confirm there are no additional changes
